Large subdivisions, hamlet expansions and major lake-area proposals need more than a collection of individual lots. The proposed OCP would require comprehensive concept planning to address roads, emergency access, drainage, water and wastewater, dedicated lands, environmental constraints, cumulative effects and the order in which development occurs. A concept plan helps Council and the public see how the pieces fit together before major commitments are made.
