The Rural Municipality of Mervin No. 499 is inviting residents, ratepayers, business owners, and community partners to review and comment on the proposed 2026 Official Community Plan and Zoning Bylaws.
Together, these documents will guide how land is used, serviced, and developed throughout the RM.
They address growth around Turtle Lake, agriculture, housing, recreational vehicles, business and industrial development, environmental protection, infrastructure, hazards, heritage, and public decision-making.
Your input will help Council understand community priorities before it considers the bylaws following the public hearing.

Complete the Survey, and provide any written comments by October 22, 2026.
What is an Official Community Plan?
An Official Community Plan, commonly called an OCP, is the municipality's long-range policy document for land use and development. It sets out the RM's goals and decision-making direction. The OCP does not normally provide the detailed parcel-by-parcel rules found in the ZOning Bylaw; instead, it establishes the policy framework Council and administration use when reviewing development, subdivision, infrastructure, and public investment decisions.
What is a Zoning Bylaw?
A Zoning Bylaw implements the OCP through specific land-use districts, permitted and discretionary uses, development standards, application requirements, and administrative procedures. It helps property owners understand what may be developed, where it may occur, and what approvals or conditions may apply.
