The proposed Zoning Bylaw would create dedicated Industrial and Community Service districts. Industrial uses would have clearer rules for location, access, servicing, buffering and impacts on neighbouring land. The Community Service District would recognize public, institutional, recreational and similar community uses. Separate districts can make expectations clearer for residents, applicants and Council and help direct higher-impact uses to suitable locations. The question for ratepayers is whether the proposed locations and permitted or discretionary uses provide enough flexibility while protecting nearby properties.
